A report by a committee of MPs said that although grant-making was a key function for many bodies sponsored by the Department for Culture, Media and Sport, they held little information on the costs of their individual grant programmes and how these costs compared with others. The Department had also done little to encourage benchmarking and the sharing of good practice across the sector.

An audit report said that grant-making bodies in the culture/media/sport sector needed to identify where the costs of grant-making were incurred, and to evaluate whether the costs of awarding grants were proportionate to their value and the outcomes delivered.
